Translation

[Meaning he] preparing. "Formerly carrying out the war as a side-issue, Justinian made his preparation for it most noteworthy."¹
Also [sc. attested is the genitive plural] diafero/ntwn ["exceptional"], meaning select. "[He] learning that the city was fortified and that a multitude of exceptional men had gathered into it ..."²

2Polybius 3.18.8 (web address 2, L.Aemilius Paullus at Pharos during the Second Illyrian War, 219 BCE). The city of Pharos (Pharus) is on the western end of an island of the same name off the Dalmatian coast (Barrington Atlas map 20 grid D6). By way of a shrewdly conceived ambush (cf. alpha 2545) Roman Consul Lucius Aemilius Paullus (cf. OCD(4) s.v. Aemilius Paullus(1)) captured a well-defended insular city. But whether that city was in fact Pharos (the site of modern-day Stari Grad, on the north coast of the island, and in accord with Polybius's account) or rather the site of modern Hvar, on the south coast, remains a matter of scholarly dispute (Walbank, p. 330).
