[Meaning they] judging, suspecting. "The Phokians, partly because they were providing billets for the Romans left in the ships and partly because they objected to the enforced contributions, began to create dissent".
Ἐπισταθμευόμενοι· κρίνοντες, ὑπονοοῦντες. οἱ δὲ Φωκεῖς τὰ μὲν ὑπὸ τῶν ἀπολειφθέντων Ῥωμαίων ἐν ταῖς ναυσὶν ἐπισταθμευόμενοι, τὰ δὲ τὰς ἐπιταγὰς δυσχερῶς φέροντες ἐστασίαζον.
