Translation

[Meaning he/she/it] was behaving maniacally, was becoming god-possessed.¹ Menander [writes]: "the commander went up on one of the 7 hills, started putting on the god with foreign utterances and with his haughty mind started using arrogant speech."²

Ἐπεθείαζε· μανικῶς διετίθετο, θεόληπτος ἐγίγνετο. Μένανδρος· ὁ δὲ ἡγεμὼν ἐν ἑνὶ τῶν ζʹ λόφων ἀνελθὼν ἐπεθείαζε ῥήμασι βαρβάροις καὶ γαύρῳ τῷ φρονήματι μεγαληγορίᾳ ἐχρῆτο.

[1] For this verb cf. epsilon 2032, epsilon 2331, and Hesychius epsilon4309. Its third person singular imperfect, here, is presumably extracted from the quotation given (though there are earlier instances in Josephus, Appian and Philostratus).
2Menander Protector fr. 36 Blockley (246-247), probably via a lost part of the Excerpta of Constantine Porphyrogenitus. The fragment is unplaced and lacks context that would help identify the barbarian leader. The location might suggest either Rome or Byzantion, inasmuch as both cities were built upon seven hills; Blockley (287, note 330), however, thinks that neither possibility is likely, given that the fragment seems to indicate that the hills comprise a fairly small area.
