Translation

[Meaning they] having got a grip on.¹ Polybius [writes]: "for all kings [initially] call "friends" and "allies" those who share their hopes; but having secured their ends they immediately behave towards those who have placed their trust in them not as allies but as masters".²

Καθικόμενοι· καθαψάμενοι. Πολύβιος· πάντες μὲν γὰρ οἱ βασιλεῖς καὶ φίλους προσαγορεύουσι καὶ συμμάχους κοινωνήσαντας τῶν αὐτῶν ἐλπίδων· καθικόμενοι δὲ τῶν πράξεων παραπόδας οὐ συμμαχικῶς ἀλλὰ δεσποτικῶς χρῶνται τοῖς πιστεύσασι.
