Translation
A kind of bird of prey which appears in the spring.1 And [there is] a proverb: "rolling down before kites." For when spring begins, the kite appears. Delighted by this they used to roll, as if falling on their knees to a king -- for it is a prerogative of kings to receive kneeling homage from men. Or because that which is caused by the change of seasons transferred to royal honor; for the kites signify spring. So the poor when they were relieved from winter rolled and bowed before them.2
