Translation
An elevated place in Attica, where every year the Athenians used to celebrate a contest in torch-racing [and?] singing/dancing. [It is said that] an elevated tower exists there; it is on this that he is advising him to climb up to watch the torch-race, and when [the competitors] have been sent off, to send himself down.
