Translation
[Meaning] sheep-like, stupid, simple-minded; for sheep [are] like this. Aristophanes [writes]: "and you look out for whoever of the citizens is lamb-witted, rich and not rascally and afraid of trouble [sc. in court]." That is, cautious and fearful of getting involved in [legal] trouble; for many through cowardice and their easy-going characters prefer to be penalized than go through a lawsuit. And people of this sort, [Aristophanes] is saying, Kleon would pick out, put into a fear of [legal] troubles, and easily abuse.
